The incumbent serves as a leader in the transformation of health care from a disease-based model of care to a pro-active, patient-driven model of care, delivered in a Whole Health System. The core elements of the Whole Health System include empowering Veterans to identify their personal health and wellbeing goals, equipping them with self-care strategies and skills, including complementary and integrative health approaches, and creating shared goals with Whole Health clinical care teams. Duties include, but are not limited to: Provides leadership, in conjunction with Whole Health System Director, to WHS, clinical and non-clinical staff. Provides direction and oversees implementation of OPCC & CT and VISN initiatives related to the WHS. Establishes guidelines and performance expectations for staff. Supervises employees who perform a variety of therapeutic and program related activities associated with assisting veterans with identifying goals, developing behavior plans, and taking action steps to increase adherence to treatment for the purpose of enhancing wellness and assisting with management of chronic disease. Directs personnel management program for the WHS by making decisions on personnel actions including selections, promotions, reassignments, retention, and recommendations for adverse actions pertaining to employee performance or conduct. Manages the facility level Whole Health System budget, including, but not limited to salary of personnel; services related to fee based screening; enhancements to existing complementary approaches; group wellness approaches; promotion of healthy eating, and patient engagement; facility space; training and travel activities for staff development and VISN WHS Strategic planning meeting; training and educational materials; and equipment for newly allocated WHS space. Observes workers' performance, identifying the training needs of staff and provides development opportunities. Provides high level professional and management support of specialized activities directly supporting the Whole Health System (WHS) monitors and establishes procedures to contribute to the improvement of whole health outcomes for Veterans. Develops and implements procedures in order to ensure the structural and process requirements, stipulated by VACO, for the WHS program are satisfied. Establishes organizational structure and guidelines and is responsible for program planning and staff development across a variety of clinical and non-clinical settings for implementation of all WHS activities for multi-disciplinary whole health teams in the facility. Establishes program monitors and outcomes as well as other local data source measurements required for the clinical performance and other outcome assessment or best practice guidelines, using a data-driven quality assurance process in order to meet multi-facility strategic plan and WHS goals. Provides leadership, guidance, and technical assistance to ensure all activities of Whole Health at the VHA facility are closely coordinated in order to ensure effective integration of the WHS activities. Works closely with the WHS Clinical Director, Veteran-centered care coordinator, Health Behavior Coordinator as well as coordinators of MOVE!, Veterans Health Education, My HealtheVet, Canteen management, inter-disciplinary pain program, employee wellness, and other program offices, as appropriate. Integrates newly developed program activities with existing activities of other services and departments.
