The Proposal Manager is accountable for successful implementation and management of proposal best practices across the Conifer enterprise through direct and indirect management of proposal resources. The Proposal Manager has significant experience in implementing, developing, and maintaining a knowledge management system in the proposal environment. The Proposal Manager participates in activities to include proposal (RFP) analysis, kick-off meetings, status calls, proposal development, proposal production, proposal delivery, etc. In performing the duties, the Proposal Manager will implement and administer our proposal process, ensure version control, prepare related reports, and ensure all stakeholders are kept up-to-date. In addition, the Proposal Manager owns and is responsible for all aspects related to management of our proposal automation solution and related content database including coordination with SMEs at all levels throughout the organization during content reviews, evaluating the records on a regular basis to ensure they align with current messaging/strategy, analyzes new proposal responses for inclusion of new records for the database, and maintaining graphics and related standards in the database. The Proposal Manager will also oversee the physician services proposal management process including the management of the Proposal Specialist for that business unit.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Provides thought leadership to Coniferï¿½s proposal management process to ensure we are maintaining a best practice philosophy concerning the project management components of our process.
Working in conjunction with a proposal specialist, provides corporate oversight for the overall proposal strategy ensuring that the proposal response is strategic, compelling, and follows Coniferï¿½s branding and messaging standards. Coordinates with Conifer corporate shared services teams, at all management levels, on specific components during the proposal management process.
As the primary Conifer owner, manages the proposal management database to include ensuring our complex data hierarchy is maintained and content is current and relevant. Works with the proposal specialists to update records as new proposal content is developed. Works with subject matter experts and executive leadership throughout the company on routine content reviews, and manages all graphic content from design to accuracy.
Manages the physician services proposal management process and assigned proposal specialist for that business unit.
Through expertise of content and in coordination with Subject Matter Experts, developments and maintains proposal templates on identified solutions to provide the sales executives with an efficient and effective proposal process.

Excellent communication skills with high level of proficiency in business and technical writing, editing, and proofreading
Extensive understanding of capture plans and proposal processes, primarily with federal government customers
Ability to coordinate various levels of management, project managers, technical personnel, etc.
Ability to work independently with minimal supervision and exercise judgment with wide latitude and discretion
Demonstrated ability to translate complicated ideas into language easily understood by others;
Advanced user of Microsoft Office (Outlook, Word, Excel, PowerPoint) required
Knowledge of Qvidianï¿½s proposal automation solutions required with working experience of building and maintain the database.
EDUCATION / EXPERIENCE
Include minimum education, technical training, and/or experience preferred to perform the job.
10+ years working in proposal writing, editing, and proofreading
Bachelorï¿½s Degree (or equivalent combination of education and experience)
Certified proposal training a plus
Certification in Program/Project Management or Proposal Management desired
